Um, it's obviously a simple screenshot to sprite copy and paste job.

1. Play some random FPS game and take a screenshot.
2. Load that screenshot into artedit and edit it.
3. Play with new crappy looking art. (If you don't touch it up.)

You would probably have to take the screenshot while playing in a lower res, or just scale it down with some decent program.
