The following settings should give you similar results to the original game. Save this text in a autoexec.cfg file. Save it into your "basetf" folder.
cl_decals "1" // decals "on"
cl_decals_time "10" // decals remain for 10 seconds...
cl_decals_fadetime "0" //.... no fade - they just disappear.
With the default settings, the decals started to fade right away, then after a period of 20 seconds, they disappear altogether. This made them look too transparent. Blood needs to look "sticky"
